Sorry Andy I am not sure that you can find that, but there is a network of independent hosting companies that you might be able to use and I know that there is a company that offers hosting in all of the Nordic countries. There are to the best of knowledege no companies that provide this solution, that is "proxy hosting in 15 countries". Google it and find them manually, are you talking reverse proxy or?
