a) If your target location is UK, then google.co.uk can help you.
b) If your target location is London, then a listing within regional DMOZ could do wonders for you. Although DMOZ is becoming obsolete but the tragedy is that google/yahoo relies on it.
c) Your IP location
In case you want to contribute some other factors which could effect your rankings within regional search engines, it would be helpful
