we've managed to get a .no domain, but we had a norway address available, .fi we've been unable to.

For both of them I've seen companies who register them in your name, but they charge ridiculous amounts of money

Default Norway and Finland difficulties
Indeed Alex, Norway and Finland have very strong restrictions especially Finland.
