b) If your target location is London, then a listing within regional DMOZ could do wonders for you. Although DMOZ is becoming obsolete but the tragedy is that google/yahoo relies on it.
c) Your IP location

Well, your main factor is always going to be content , but there are things you can look at as well, mainly

• host your site in the target country - make sure you know where your hosting company's servers are!
• use nameservers on your domains that are in the target company.
• meta tags for language on the pages -may- help
