Top row represents PR of web site that links on your site, left column is desirable PR for you site, values in table are quantity of links you need.
So, it appears that you need 84564584 links from sites with PR 1 to get PR 10 And you can get any PR by just having 18 links from websites with same PR you want. (It's assumed that one page have one link - if page has X links, than it is X times less good)

(no proofs though)

It is a nice chart but I suggest caution accompanied by a strong dose of interpretation when using this kind of data because ranking algos are being constantly updated with more and factors being added to the general equation.

Another issue is that we do not know the real value of PR as the toolbar value is merely indicative of what the actual PR score is.

What this kind of chart is good for is to understand just how difficult it is go reach higher values of PR and then again PR isn't the only (or the most important) parameter that must be considered when seeking links from other websites.

Many are mislead by that tiny strip of green and frown upon pages that have lieele if no "green real estate" (=PageRank). Don't make that mistake. A page that has no PR today can become popular tomorrow ...

And also, at the end of the day, what matters is how well you rank for the keywords you're targetting.

I have many websites with PR 1 or 2, that rank in the first page of G for fairly good terms.
